Amazon Return Fees: What Sellers Pay and How to Cut Them

Key takeaways

As of October 2026, Amazon charges FBA sellers a returns processing fee only on units returned above a category threshold, from 2.9% for Grocery to 12.8% for luggage. Apparel and shoes pay on every return. Refund administration, removal and return label costs come on top.

What a return costs you on Amazon, and which charges you can control

Brands that sell on Amazon from outside the US often ask us:

"Do we pay a fee every time a customer sends something back?"

"If the buyer just changed their mind, who pays the return shipping?"

"What happens to returned stock we cannot sell again?"

The short answer: the FBA returns processing fee applies only to units returned above your product's category threshold, not to every return. Apparel and shoes are the exception. Refunds and stock removal carry their own, separate charges.

US shoppers expect easy returns. Per Amazon's seller blog, customers can return most items within 30 days of the order's estimated delivery date. This post breaks the cost of a return into its parts, with the official rates, and then covers what you can do to keep the number down.

1. The four Amazon return costs at a glance

A return can trigger up to four different charges. They follow different rules, so separate them before you build a budget.

Work out your Amazon return cost charge by charge, not as a flat cost per return.

2. How the FBA returns processing fee works

The returns processing fee is a per-unit charge on FBA returns. Amazon's 2026 returns processing fee changes page says the fee "will only apply to products that have return rates above a threshold specific to each product."

The return rate is the share of a product's units shipped in a given month that come back during that month and the next two calendar months. The fee is then charged "for each returned unit above the product's return rate threshold."

Amazon's own example:

  • Units shipped in the month: 1,000
  • Units returned: 120
  • Return rate threshold: 10%
  • Units charged: 20 (the returns above the 100 the threshold allows)

The charge posts between the 7th and 15th of the third month after the shipment month. Units shipped in January are billed in April.

The fee lands on the 20 units over the threshold, not on all 120 returns.

3. Return rate thresholds by category

Every product category except apparel and shoes has its own threshold (2026 changes page). A sample:

  • Grocery: 2.9%
  • Office: 4.4%
  • Everything Else: 4.8%
  • Home and Kitchen: 8.1%
  • Watches: 12.0%
  • Backpacks, Handbags and Luggage: 12.8%

Amazon says it audits thresholds quarterly and updates them if required, so check your category before each quarter's planning.

Apparel and shoes work differently. Amazon applies the fee to each customer-returned unit, with no threshold.

Two exemptions apply:

  • Low volume: a product that shipped fewer than 25 units in a month is exempt for that month.
  • New Selection: the fee does not apply to the first 20 returned units of each eligible parent ASIN.

At a 6% return rate, a Home and Kitchen product pays nothing, while a Grocery product pays on every unit above 2.9%.

4. FBA returns processing fee rates

For units above the threshold, the rate depends on size tier and weight. For products outside apparel and shoes, the 2026 rate card runs:

  • Small standard: $1.78 (2 oz or less) to $2.21 (over 14 oz up to 16 oz)
  • Large standard: $2.36 (4 oz or less) to $5.00 (3 lb to 20 lb, plus $0.05 for each 4 oz above 3 lb)
  • Bulky: $6.74, plus $0.32 per lb above the first lb (0 to 50 lb)

Amazon's example is a phone case of over 2 oz up to 4 oz at $1.84 per unit. For example, if that case had the 20 excess returns from section 2, the fee would be 20 × $1.84 = $36.80.

The rate is fixed by size and weight. The number of excess units is the part you control.

5. The Amazon refund administration fee

When you refund an order, Amazon credits back the referral fee it collected, minus an administration fee. Per Amazon's refund credits page, for non-media products "Amazon retains 20% of the original order-related-fees, up to a maximum of $5, for each line item in the refund."

The refund administration fee page shows the math:

  • Referral fee: in the page's example, 15% of the line item, including shipping and gift wrap
  • Refund administration fee: 20% of that referral fee
  • Cap: $5 per line item. The page's example works out to $10.35 and is capped at $5.

Refund two different items in one order and Amazon keeps up to $5 for each, for a maximum of $10 (refund credits page).

The refund administration fee never exceeds $5 per refunded line item.

6. Removal fees for returned stock you cannot resell

Returned FBA units that cannot go back on sale have to be removed, disposed of or liquidated, and each route has a fee. From Amazon's 2026 removal, disposal and liquidation fee changes:

  • Standard size, 0 to 0.5 lb: $0.84 per unit from January 15, 2026, down from $1.04
  • Bulky, 0 to 1 lb: $3.12 per unit; 1 to 2 lb: $4.30 per unit (unchanged)

Liquidation carries two separate fees: a 15% referral fee on the gross recovery value, plus a processing fee ($0.25 for standard size 0 to 0.5 lb).

Decide whether to remove, dispose of or liquidate based on whether the unit can be sold again, not on the fee alone.

7. Return shipping on seller-fulfilled orders

If you ship orders yourself, return shipping is a separate cost. US sellers are enrolled in prepaid return labels automatically, and Amazon charges your account "for the return label cost only when the buyer gives the package to the carrier" (prepaid returns page).

The reason for the return decides who pays. Per Amazon's seller blog, customers pay when they change their mind, with the fee taken from their refund. Sellers pay for defective items and shipping errors.

Sellers outside the US should read Amazon's returnless resolutions rules. For US orders from sellers with no default US return address, refunds of $25 or less are issued without a return. Above $25, Amazon recommends a seller-prepaid return label within 48 hours of the request, or a returnless refund.

Without a US return address, refunds of $25 or less go out without the item coming back.

8. How to cut Amazon return fees

The surest way to cut the returns processing fee is to keep each product under its threshold. Amazon's own tools and guidance:

  • FBA Returnless Resolutions: for items with an average selling price of $75 or less, with no program fee. Returns resolved this way still count toward the return rate, but Amazon does not charge the high return rate fee on them, and there is no reimbursement for the unit (FBA Returnless Resolutions).
  • Listings: accurate descriptions, high-resolution images, and size, color and compatibility details, plus sturdy packaging and a regular look at return trends (Amazon's seller blog).
  • Fix Recommendations in Voice of the Customer, which uses AI to analyze customer feedback and suggest listing fixes (Seller Central announcement).
  • The Reduce Customer Returns recommendation in Growth Opportunities (Seller Central announcement).

Plan for the holiday window too. Items bought from November 1 to December 31, 2026 can be returned until January 31, 2027 (Seller Central announcement). Our Black Friday checklist covers the rest of the season.

Return fees are cut first on the product page, before the order ships.

Four checks before you budget for returns

1. What is your category's return rate threshold, and are your products above or below it?

2. Do you sell apparel or shoes, where every returned unit is charged?

3. Have you decided what happens to returned units you cannot resell: removal, disposal or liquidation?

4. If you ship orders yourself, do you have a US return address?

Whether FBA or a 3PL fits your volume is covered in our FBA fees vs 3PL comparison.

Wrap-up

There is no single Amazon return fee. The FBA returns processing fee hits only units above the threshold, refunds and removals carry their own fees, and seller-fulfilled orders add return labels and the question of a US return address.

LinkONE runs a 3PL in Fullerton, California, with returns processing, product inspection and sorting, label removal and reattachment, repackaging and disposal.

In the end, what you pay for returns depends less on how many come back than on keeping each product under its category threshold.
